Secretary Américo Córdula participated in the opening of the International Meeting on Cultural Diversity “The concept of cultural diversity has become synonymous, in the last couple of years, with the need to protect the rights of peoples. Its an ample concept, that deals with fundamental aspects of human relations, promoting the many cultural expressions and fostering a culture of peace, regardless of differences of gender or social status” The previous statement was delivered by the Secretary of Identity and Cultural Diversity of the Ministry of Culture (Brazil), Américo Córdula, as part of his opening speech, on November 5th, during the International Meeting on Cultural Diversity. The Secretary was advocating the defense of the multiple forms of cultural expression as a means of decreasing social inequality. Córdula highlighted the important role played by civil society, trough the Coalitions, in the implementation of the Convention. He also defended the need to create a cultural committee within the WTO to ensure each country the right to control the commercialization of cultural goods and services within its borders. “It’s important to note, after all, that the next WTO round of trade talks will focus on services, including many segments of cultural production.” “The Convention on Cultural Diversity was the first to highlight the importance of civil society in the achievement of its goals. The Coalitions for Diversity play an important role in this process, especially as promoting agents”, added the Secretary, who urged every participant to work in order to strengthen the International Cultural Diversity Fund, with the goal of ensuring proper financing for projects that aim to structure the cultural industries of less developed countries. Américo Córdula also mentioned that the discussions taking place in Salvador will help to establish the basic concepts upon which the Convention is based, and which already serve as guidelines for a series of public policies being implemented by the Culture Ministry. “We are working so that the Convention is known and understood by all public agencies that work with culture in this country.” The secretary stated that the Convention on Cultural Diversity also served as guideline for the creation of the National Culture Plan, the first long-term plan in the field of culture in the country. The Plan is presently being discussed in Congress and if approved will be in effect for the next ten years. “This plan was after and equally democratic and participative process, and will lead to the creation of state and city-level Plans that will become an important part of a future National Culture System, that will regulate the dealings between States, towns and Civil Society.” The opening table included, in addition to Córdula, the President of the International Federations of Coalitions for Cultural Diversity, Raman Ouedraogo, the President of the Brazilian Coalition, Geraldo Moraes and the Secretary of Culture of Bahia, Márcio Meirelles. On the 7th, Secretary Américo Córdula will take part, in the morning, in a roundtable discussion focusing on the Perspectives of Cultural Diversity. In the afternoon, he’ll participate in another roundtable discussing the Integration of Culture in the National development and in International Cooperation. (Heli Espíndola, Communication SID/MinC)
