Members of the Coalitions discuss Brazilian culture

The morning period this Friday also included a question and answer session with Márcio Meirelles and members of the International Coalitions. Hailing from Guinea, Mohamed Amirou raised the possibility of integrating Brazilian and Bahian culture with that of African and Latin-American countries. In reply, Meirelles mentioned a couple of international festivals, such as the Year of France in Brazil and also the partnerships that have been established with countries such as Argentina, Angola and Venezuela. Abdi Issa Bouale, from Djibouti, questioned the budget allocations for culture in Bahia and Brazil. The Secretary answered that unfortunately only 0.8% of the state budget is destined to cultural initiatives. He further explained that a large part of the culture budget is made up of fiscal incentives given to enterprises that are partners in projects based on the Culture Incentive Law. Pablo Mogrovejo raised the issue of use of public goods by the private sector in the dissemination of culture. Meirelles replied that the State is oftentimes dependent on municipal legislation in this field, but that a number of initiatives are being undertaken to help resolve some of the issues. The preservation of historic buildings is an example. For the Secretary, cultural diversity is fundamental if any people is to be truly free. He believes that Brazil still has to overcome some traditionally held beliefs that have been set in Stone and that only then, would cultural diversity be able to take hold: “the Brazilian State was built by racist and sexist elites and there’s a long way to go before the notion of diversity can be properly understood.”
